Service Activation is for a property that has already been connected before you're opening a new account on an existing supply, and it's what almost every buyer or tenant moving into a ready Ajman property will use.
A New Service Connection is different: it's for a property that has never had electricity or water connected at all. This is a technical process, usually handled by the developer or their consultant during construction, involving building permits, completion certificates and engineering drawings, with fees set by meter size rather than a flat rate. If you're buying off-plan or newly built, ask your developer whether this step has already been completed.
